The Shallow Cross route is meant to come across the very bottom of the defensive formation as possible. It can be used as a distraction for the linebackers to keep them from dropping back too far, or if the linebackers are in the habit of dropping back immediately, then the Shallow Cross is a great route to expose the middle of the field.
